Upper Clatford Parish Clerk( Proper Officer and Responsible Financial Officer)
Vacancy – Start September 2024
Upper Clatford Parish is small and rural, with a Council of ten dedicated Councillors. The Parish Council currently meets on the second Wednesday of each month in the Village Hall.
Working from home, the Clerk known as the Proper Officer of the Council and Responsible Financial Officer is responsible for managing the Council’s day to day business, providing advice, and implementing decisions, including engaging with contractors.
Applicants will need to be.
- Computer literate, in Microsoft word and excel
- Prepare council agendas, minutes, and correspondence.
- Attend meetings and record minutes for approval,
- Manage the Council’s assets.
- Prepare and monitor financial records and VAT alongside preparing monthly and yearly statements and payment of invoices
- Prepare records for audit and attend a yearly internal audit.
- To receive correspondence and documents on behalf of the Council
- Update the Parish Council website.
Previous experience of managing a Parish Council would be an advantage and CiLCA qualification is preferred; training is available if required.
Working hours are on average 10 hours per week, and salary will depend on qualifications and experience to be discussed at interview.

The ideal applicant will:
- Will know the parish area well and live locally.
- Experience of working as a Parish Clerk or working knowledge and understanding of Parish Council Practice or a willingness to learn (but training and support can be provided by current Clerk)
- Excellent oral and written communication skills with the ability to build good relationships with Councillors.
- Ability to communicate well with all sectors of the community (including Parishioners, Councillors, and external agencies) with diplomacy and in the best interests of the Council.

- The ability to work efficiently on their own initiative or within a team.
