2026 Draft NDP - Phases 1 - 3

PHASE 1 - ENGAGEMENT

Kick Off Meetings

Two meetings were held on 6th March and 7th March, at which the following aspects of the 2021 NDP were reviewed and changes proposed:

  1. New housing: A proposed site for 20 homes off Red Rice Road
  2. Size and types of new homes: A general question about any new homes in the Parish
  3. Local Green Spaces:  A proposed extension of protected green space along the Pillhill Brook and nearby water meadows
  4. The Chalk Pit:  Opportunity for feedback on options for redevelopment of the Chalk Pit
  5. Play and recreation:  Exploring improvements to playgrounds and recreational facilities across the Parish
  6. General matters: The final section asks a few general questions

This is your village development plan and community involvement is essential. We must show that residents, whether owners or tenants, have been informed and given opportunities to contribute — and we genuinely want to hear your views.  Your input is requested through two questionnaires, the Parish Council NDP survey covering policy changes to the current NDP and a separate Housing Needs Survey, being run on the Parish Council’s behalf by TVBC.

PHASE 2 - CONSULTATION AND EVIDENCE GATHERING

Residents of Anna Valley, Red Rice and Upper Clatford were invited to complete the following two questionnaires:

Housing Needs Survey

Test Valley Borough Council was commissioned to undertake an independent survey to assess the current and future need for different types of housing in the Parish. This survey was being completed in partnership between Upper Clatford Parish Council and TVBC

THE 2026 NDP SURVEY

This was designed to update and build on the 2021 Neighbourhood Development Plan, both updating existing policies. extending the scope of others.  We addressed:

  • New housing: A proposed site for around 20 homes on Red Rice Road, alongside a Housing Needs Survey to understand local demand.
  • Local Green Space: A proposed extension of protected green space along the Pillhill Brook and nearby water meadows.
  • The Chalk Pit: The latest information on options of redevelopment
  • Play and recreation: Options to improving playgrounds and recreational facilities across the Parish.
  • General feedback on a range of issues which parishioners might wish to provide the Parish Council with comments and requests (eg highways safety, maintenance and public transport, walking and cycling, recycling and waste and community information.

Reports on these two surveys were generated:

  • THE 2026 NDP SURVEY (see NDP Review - Consultation Report Draft Ve3 8Oct).  198 (26%) parishioners completed the NDP questionnaire.
  • Housing Needs Survey (see Upper Clatford HNS Report FINAL).  252 (38%) parishioners completed the 2026 HNS.

These reports were reviewed by the NDP Steering Group and submitted to formal acceptance by the Parish Council. They can be downloaded below. These two Reports provided the evidence base for amending and updating the NDP.

On 7 July these two Consultation Reports were reviewed with our Consultant David Nicholson with special focus on incorporating a new policy section to cover the Red Rice Road site selection and updating existing policies on design, housing mix, Local Green Spaces and Actions to deliver the plan.   All references to the National Planning Policy Framework and The Local Plan were also updated.

PHASE 3 - DRAFTING THE REVISED 2026 NDP

Inputs in drafting the Revised NDP

1. Evidence Base

These two Reports provided the evidence base for amending and updating the NDP.  They were reviewed with our Consultant David Nicholson to support inclusion of a new policy section on site selection for the proposed development on Red Rice Road , updating existing policies on design, housing mix, Local Green Spaces and Actions to deliver the plan.   All references to the National Planning Policy Framework and The Local Plan were also updated.

2. TVBC Draft Local Plan

In July, TVBC informed the Steering Group that progress on the new Local Plan had been suspended and that the new Local Plan will be developed in conjunction with the other new authorities after this re-organisation has taken place. It will therefore be some time before the new Local Plan will be available and without a new Local Plan, it was unclear if the proposed development site for 20 houses in Red Rice Road should continue to be included in the Draft NDP.

After consultation with TVBC and David Nicholson, the Steering Group agreed to recommend to the PC that the Red Rice development site should continue to be included in the Draft NDP.  The TVBC evidence base supporting this allocation remains relevant, notably in terms of housing mix and site selection.

3. National Planning Policy Framework 2026

A Revision of the NPPF was released in August 2026 and the Draft NDP references have been updated throughout.

4. TVBC Review Screening Review

In August, TVBC undertook a scoping report and screening opinion to establish whether a Strategic Environmental Assessment (or SEA) and Habitat Regulations Assessment (HRA) would be required. TVBC confirmed these will be required and they will do this.
